This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE Order under FAR SubPart 13.1, Procedures, 13.106-1(b), Soliciting from a single source and SubPart 13.5, Simplified Procedures for Certain Commercial Items, 13.501(a), Sole source acquisitions. Circumstances of the contract action deem that only limited sources are reasonably available due to unique nature of the requirement to include (1) specialized tooling and (2) proprietary firmware/software and encryption. The government intends to place an open market order to Motorola Solutions for mobile radio services throughout the United States including Guam and Puerto Rico to include (1) installation and removal of fixed infrastructure repeaters, base stations, remote control units, antenna systems and associated equipment; (2) installation and removal of mobile radios, sirens, speakers and associated equipment in standard vehicles; and (3) programming of mobile radios, remote control consoles, control stations, base stations and repeaters for the period 03/01/2022 to 02/28/2023. Based on market research and recent purchases (which were also posted to FBO) for the same requirements; Motorola is the only known provider that possess the unique qualifications to perform the services specified. Responses to this notice will be evaluated by the Government. A determination by the Government to expand competition beyond the vendor specified for this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 11:59 PM EST, Jan 31, 2022. Information received will be considered solely for the purpose of determining whether to expand the supplier pool for this brand name procurement.
