This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE Order under FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The government intends to award an open market sole source order to Motorola Solutions, Inc. PO Box 404059, Atlanta, GA 30384-4059 for 24/7 access to the South Carolina statewide 800 MHz Radio and Mobile Data System and the creation of encrypted truncated talk groups for 40 radios for a base period of 12 months with the option to continue service for an additional 12 months, for a total of 24 months. This requirement is in support of the necessary communication for Internal Revenue Service – Criminal Investigation’s two-way digital radio system to support field operations in conducting investigations and enforcement operations on a day-to-day basis in support of CI’s mission. This enables CI agents to communicate directly with each other, as well as other federal, state, and local law enforcement agencies in a secure environment in the event of an emergency. Motorola Solutions Inc is the sole vendor responsible for operation of the Palmetto 800 system, a statewide system of radio antennas that operate on the 800 MHz frequency and the primary means of communication for local, state, and federal law enforcement and emergency personnel within the state of South Carolina. No other vendors have been identified that are capable of providing access to the radio broadcast network. Responses to this notice will be evaluated by the Government. A determination by the Government whether or not to compete this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 11 AM EST, March 15, 2021. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
