This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE Order under FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The government intends to award an open market sole source order to ImmixGroup- EC America, Inc. for Citrix XenApp Platinum Edition 4.5 with feature pack software maintenance (serial number LA-0001063546-77256) for 520 existing user licenses for a period of 12 months. This requirement is in support of annual maintenance for existing Citrix software, a major component in the Statistics of Income Distributed Processing System (SOI-DPS). The Statistics of Income Distributed Processing System (SOI-DPS) includes databases, applications, and scanning capability required to support the IRS’ requirement to report to Congress the numbers and types of returns filed, the characteristics of those returns, and the monetary amounts reported on those returns. The software is proprietary to Citrix Systems Inc and for Government orders, immixGroup, Inc.'s wholly owned subsidiary, EC America is Citrix Systems, Inc., is the sole authorized service provider. As this is an existing license, changing documentation control software tools would be prohibitively expensive and would cause an unacceptable level of disruption for the agency’s application developers and testers. A request for quote for this requirement was issued via NASA’s Solutions for Enterprise-Wide Procurement (SEWP), Government-Wide Acquisition Contract on March 10, 2021 and as of the close date, no vendor responses were received. Responses to this notice will be evaluated by the Government. A determination by the Government whether or not to compete this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 11 AM EST, March 25, 2021. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
