This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE Order under FAR SubPart 13.1, Procedure, 13.106-1(b), Soliciting from a single source. Circumstances of the contract action deem that only one source is reasonably available due to unique nature of the requirement to include (1) HIRSH certification (2) proximity to site, (3) familiarity with IRS site operations and (4) and existing security credentials. The government intends to place an open market sole source order to Meridian Security Systems for purchase and installation of physical security equipment (Electronic Access Control System, Video Surveillance System & Intrusion Detection System) to support ECC Daytona Beach, FL relocation with a performance period of 02/01/2021 through 05/31/2021. Meridian Security is the sub-contractor on the existing building maintenance contract. Meridian Security along with being the only HIRSCH certified vendor in the local area possesses a unique familiarly with the IRS sites and requirements along with communications with Battle Creek and the NAC who have responsibility for programming HIRSCH velocity panel spaces. Meridian Security serves as the alternate vendor for the current Maintenance contract and in addition to being a certified HIRSCH vendor currently holds a Personal Identity Verification (PIV) for the requiring activity’s location. SEE Statement of Work attached Responses to this notice will be evaluated by the Government. A determination by the Government not to compete this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 11:59 PM EST, January 18, 2021. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
