This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE Order under FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The government intends to award an open market sole source order to Grayshift, LLC for online software services for two (2) GrayKey licenses for a period of 12 months, beginning 09/28/2020 through 09/27/2020). This is a follow-on requirement to an existing purchase order in support of the necessary operations for the Criminal Investigation Division of Internal Revenue Service related to their forensic operations mission. The software is critical to the divisions ability to unlock iOS passcode protected devices seized as a result of criminal investigations. and is one of two software currently in use that is capable of unlocking iOS passcode protected devices. Due to the unique proprietary nature of the technology, GrayKey is only sold through Grayshift, LLC or an authorized dealer as a direct transaction between Grayshift and its end customers. Responses to this notice will be evaluated by the Government. A determination by the Government not to compete this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 11 AM EST, September 24, 2020. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
