This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE Order under FAR SubPart 13.5, Simplified Procedures for Certain Commercial items, 13.501(a), Sole Source (including Brand Name) as no other supplies or services will satisfy agency requirements. The government intends to place an open market sole source order to DigitalML USA, Inc for annual maintenance of Ignite Software (31 Organizer Licenses and 5 Base Licenses) for a period of 12 months (10/01/2020 – 09/30/2021). This requirement also includes a need for “back maintenance” for the same number/types of licenses for the period 01/24/2019 – 09/30/2020. This is a follow-on requirement in support of the necessary operations of the Internal Revenue Service – The Enterprise Services (ES), Solutions Engineering (SE) Data Engineering (DE) office. Specifically, critical product enhancements and professional services support are required to supplement the current operations and maintenance (O&M) services contract for the IXCC Platform. The IRS utilizes the ignite software as part of the Federated IRS Metadata Model. Ignite is an integral component of IXCC and is used to create, manage and collaboratively evolve the IRS Canonical Model while generating model compliant documentation and spreadsheets in support of web service development. Additionally, Ignite Organizer and Ignite Consumer Server (ICS) Base are used to manage and secure adoption of the canonical model, ensuring consistency, the enterprise-wide use of one common language, and presents a holistic view of data to stakeholders through the canonical model. Ignite Service Design Platform (IgniteXML) is a proprietary software product of DigitalML. Due to the proprietary nature of the software, DigitalML is the only provider authorized to sell, maintain and/or update this software, as the company has no authorized distributors, partner/resellers at this time. DigitalML has been working with the IRS Data Engineering team since the initial purchase of the igniteXML software in 2017 and the only known provider that has the authority, expertise and ability to develop enhancements and modify igniteXML software. Responses to this notice will be evaluated by the Government. A determination by the Government not to compete this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 11 AM EST, September 14, 2020. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
