This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE Order under FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The government intends to award an open market sole source order to Pinnacle Towers, LLC to perform services encompassing the operation of a transmitter antenna and other related equipment for the transmission and reception of radio signals by IRS Special Agents within the coverage area inclusive of Broward County and vicinity within the state of Florida. This requirement is in support of necessary operations of the Miami Field Office Criminal Investigation Division. The antenna site located at the Autonation Building, the tallest building in the area presently provides the best radio communications capability for Broward County and vicinity and provides the safest and most uninterrupted communications for the area. Furthermore, this antenna site provides radio coverage to a vast area, covering remote, rural and metropolitan areas throughout the county. As this is the highest/tallest tower in the county; it continues to meet the need of the Criminal Investigation Division entities for constant and secure radio communications. Antenna equipment must be enclosed, secure and provide 120 VAC, a 20 amp, and dedicated breaker. Pinnacle Towers provides the highest elevation available in the area and the best coverage for radio communications. It is also used by other law enforcement agencies with similar frequencies to IRS-CI and requires the same security measures. There are no other known sites/Vendors in the area that can provide equal or better reliability, security and coverage area than Pinnacle Towers. The period of performance is 36 months inclusive of a base period (04/01/2020 - 03/31/2021) and two (2) 12-month option periods. Responses to this notice will be evaluated by the Government. A determination by the Government not to compete this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 11 AM EST, Feb 24, 2020. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
