BACKGROUND: The IRS Office of the Chief Procurement Officer utilizes and maintains a Procurement for Public Sector (PPS), CLM (BEP) and PRISM (Treasury) contract writing systems that conforms to the FAR. Its contract writing teams negotiates, executes, and manages the procurements of information technology (IT)/non-IT products and services nationwide for the IRS, the Department of the Treasury (Treasury) and the Bureau of Engraving and Printing (BEP). The contracting teams ensures that IT requirements are effectively acquired, using a wide variety of contractual vehicles (GSA/Federal Supply Schedules/GWACs), and managed within the guidelines, policies, and procedures prescribed by Federal laws and regulations. Using sound procurement practices with integrity and fairness, the contracting professionals utilize best practices to provide customers with value-add solutions on-time and within budget. The IRS is seeking to acquire and implement an Automated Solicitation Evaluation tool that is FedRAMP certified with an option to be a cloud solution, Best of Breed commercial-off-the-shelf (COTS) that integrate several core features (Document Management, Auditing, Reporting (Analytics/Performance Metrics), Automated Scoring (using A.I. or some intelligent method), Scoring Management, and supports adjectival ratings: • Reinforce a comprehensive and standard approach to vendor selection • Improve consistency in meeting regulatory (FAR) and customer requirements • Promote standardization of IRS solicitation evaluation and processes • Increase operational efficiency
