This is a pre-solicitation synopsis in accordance with FAR subpart 5.2 for the Internal Revenue Services (IRS) Enterprise Systems - Unisys Support (ESUS). The IRS tax collection and compliance is dependent upon the continued integrity of its Unisys mainframe (Tier 1) processing environment. The Unisys mainframe support includes: (1) integrated computer systems and databases; (2) nationwide, on-line access to taxpayer information; (3) on-line updates to taxpayer information; (4) integrated tracking and control of ongoing case information; (5) well maintained and supported computer systems throughout their systems life; and (6) continued enhancement of the capabilities and cost effectiveness of provided systems in response to evolving IRS processing requirements and the availability of new technology. The contractor shall support the objectives for ESUS by developing, modernizing, and maintaining information technology capabilities with a full range of services and infrastructure. The proposed product service code is DF10 - IT and telecom - IT management as a service. The action code for this synopsis is ESUS20220103. The contracting office responsible for this notice is the Office of Chief Procurement Officer in Lanham MD, 20706. The Contracting Officer is Ms. Nicole Smith and the contract specialists are Ms. Monique Waddell and Mr. Jon Carney. It is anticipated that the award of this requirement will be issued in Fiscal Year 2022 or early October 2022. The proposed duration of this contract will be a total of 8 years. The Government intends to enter into a sole-source contract with SAIC for Unisys Support in accordance to FAR 6.302-1(a). All responsible sources may submit a capability statement, and proposal which shall be considered by the agency. The location of this work will be primarily but not exclusively conducted in Martinsburg West Virginia and Memphis Tennessee.
