The Internal Revenue Service (IRS) is seeking a solution that will provide operations and maintenance enhancement and development support for the Computer Assisted Publishing System (CAPS). The solution should not only support the application code, but also end-user usage of many of the sub-applications and second level support (i.e., to resolve issues elevated to the staff by a client-side subject matter expert) for all other issues. CAPS will require the capability to support and maintain a large body of legacy application code developed for implementation in a multi-tier environment including an IBM mainframe running IBM’s VM (Virtual Machine) operating system; Debian, and Red Hat Linux, and user desktops running a variety of mission-critical, customized COTS above-COE-baseline applications. The IRS is also seeking demonstrated expertise developing applications within a similar hardware and software environment, in a publishing process for transforming source code into the needed output formats; to include HTML, ePub (electronic book), and Docbook XML. Solutions should be in accordance with XML and related standards (e.g. XSLT and CSS) for content in multiple languages.
