Tax Software and Support
The IRS has issued a pre-solicitation notice for a competitive, full-and-open, single-award firm-fixed-price contract for commercial off-the-shelf tax software and support. The contractor will provide up to 130 Tax Analyzer and up to 150 Tax Planner licenses/renewals, user and technical support, maintenance of IRS-customized IMS Tax Engine Middleware and its plug-in, customization/integration, training, updates, testing, and associated program management, cybersecurity, documentation, and technical support for LB&I and Appeals. The anticipated period of performance is a 12-month base period from April 1, 2027 through March 31, 2028, plus four 12-month option periods through March 31, 2032. The solicitation is anticipated to be issued electronically via SAM.gov on or about October 16, 2026, and the award is not anticipated to be set aside for small business under NAICS 513210 and PSC 7A20. Interested bidders should monitor SAM.gov for the formal solicitation, which will contain complete requirements; no proposals are requested in response to this pre-solicitation notice.
