The Internal Revenue Service (IRS), Office of the Chief Procurement Office (OCPO), Office of Information Technology Acquisition (OITA), Tier Management, intends to negotiate on a sole source basis with Premier Systems, LTD, located at 149 Inverness Dr., Blue Bell, PA 19422, using the procedures in FAR Part 13, to provide Secure64 DNSSec Hardware and Services. Premier Systems, LTD is the sole provider for Secure64 to the government. The statutory authority for other than full and open competition is FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services; FAR 13.501 (a) Sole Source (including brand name) acquisitions. The North American Industry Classification Code (NAICS) for this acquisition is 334111, Electronic Computer Manufacturing with a business size standard of 1,250 employees. This is not a solicitation for competitive quotes, nor will one be posted on SAM.Gov. Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist Luzmila V. All responsible sources may submit a Capability Statement in response to this notice, which shall be considered by the agency if received on or before 3:00 PM EST on July 1st, 2024. The Capability Statement must contain material in sufficient detail to allow OITA to determine if the party can meet all of the requirements.
