Accenture Federal Services (AFS) is currently providing the International Information Processing and Exchange (IIPE) mission-critical tax support services for U.S. taxpayers who have certain foreign financial accounts and offshore assets under an existing 5-year contract that expires on September 29, 2023. AFS provides a solution to the complex need for Foreign Account Tax Compliance Act (FATCA) and Country by country (CbC) projects which exists to enhance voluntary tax compliance and improve U.S. taxpayer transparency abroad through information reporting and collaboration with Foreign Financial Institutions worldwide. The Internal Revenue Service (IRS) has an urgent and compelling need to pursue the award of a sole source firm-fixed price contract with AFS to remain in compliance with the 175+ international treaties with host countries. This new award is a continuation of the IIPE work currently being conducted under the existing contract. Without IIPE services the IRS cannot provide sustained support services to Large Business & International (LB&I) for FATCA Registration (FI) required to maintain the Service Level Agreements signed as part of the Intergovernmental Agreements (IGAs) with 175+ host countries. Additionally, the IRS will not be able to contribute to FATCA initiatives created to support global tax compliance.
