IRS-CI needs to be able to quickly transfer evidence stored on the National Pole Camera System to agent and federal law enforcement partners. We have determined that using a third-party file sharing service is the best practice to achieve this, as it limits access to the core IRS network. After reviewing the available services, it was determined that Box.com best met the needs of IRS-CI for file sharing/collaboration with external entities. First of all, any file-sharing service as a cloud service had to be FedRAMP certified which some competitors. Google Drive and OneDrive required the purchase of product suites to use (which IRS-CI does not need at this time), whereas Box.com was available as a stand-alone purchase. Additionally, Box.com provides the following unique features: Defining groups of users (such as other agencies) to share files with. Other services allowed sharing only with individuals. Task and workflow automation: Box.com was able to provide this while other services were just file hosting. Separation of personal and corporate files, as well as strong security controls and watermarking. Device pinning, which prevents access to Box.com from any device other than authorized. This is needed to prevent government files from being accessed from personal devices. Large numbers of integrations: box.com had the largest number of integrations with third-party SaaS products. Selection of other products would remove these capabilities as well as incur larger costs to the organization as it would have to buy unneeded product suites.
