The Internal Revenue Service (IRS) intends to award a sole source purchase order to Motorola, Inc., 809 Pinnacle Dr Ste G, Linthicum Heights, MD, 21090 for access to a statewide radio system that will provide Land Mobile Radio (LMR) intra-interoperable communications with state and local public safety agencies throughout the state of Illinois. A purchase order will be issued for a period of 12 months. Due to the uniqueness of this requirement, no other radio system is acceptable. This announcement constitutes the only solicitation. A written solicitation will not be issued, and quotes are not being requested. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority FAR 13.106-1(b). This service is being solicited and awarded as a commercial item in accordance with FAR Part 12. Justification: This is an agent safety issue. Motorola operates a statewide radio system that will provide Land Mobile Radio (LMR) and interoperable communications between state and local public safety agencies. The system provides optimum RF coverage in areas of the country where investigations are conducted. The radio system enables IRS agents to communicate directly with each other, as well as other federal, state and local law enforcement agencies in a secure environment. It also serves to provide IRS special agents with officer safety in the event of an emergency. The backbone of the system consists of a network of stand-alone repeaters that serve to broadcast radio transmissions over a wide area.
