This requirement will be made on a so... The Internal Revenue Service (IRS) intends to acquire EBSCO Information Services, 10 ESTES ST. IPSWICH, MA. 01938-2106 US., in support of the IRS Library Counsel. This requirement will be made on a sole source basis under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1. Period of performance: September 1, 2021 through August 31, 2022. A sole source justification – Simplified Acquisitions has been documented in the contract file in writing. The service makes available access to research resources that are tailored to the legal research needs of the attorneys and paralegals employed by the IRS Office of Chief Counsel. This includes resources on business, economics, finance, plus domestic and international industries. The services also supports a business research platform that will provide the Office of Chief Counsel, and the greater IRS, access to both full-text and peer-reviewed journals along with other resources that provide both current and historical information on business trends, economics, industry resources, and other related subject matters. The services support electronic subscription access to an online resource used for business, economic, and psychology/behavioral sciences research, plus additional psychology content. The service further provides annual electronic subscription access to a business research collection, EconLit (full text), a psychology and behavioral sciences collection plus subscriptions to include PsycARTICLES (full text). These services are currently in place. A twelve (12) month base period of performance with two option periods is contemplated for this acquisition. No solicitation package will be issued. This special notice of intent to award a sole source is not a request for competitive quotes; however, the Government will receive responses no later than 12:00 PM, EST on August 17, 2021. Responses shall be submitted to Kimberly A. Johnson at Kimberly.A.Johnson4@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company. 2. Company DUNS No. and CAGE Code. 3. Point of Contact, and secondary contact, information. 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the EBSCO products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. Please note: A solicitation does not exist. A determination by the Government to complete this proposed contract based on responses to this notice is solely at the discretion of the Government.
