The Contractor shall furnish all labor, supplies, supervision, tools, materials, equipment, and transportation necessary to provide custodial services, insect and rodent control, interim snow removal and trash removal in accordance with the PWS at the Enterprise Computing Center (ECC) in Martinsburg, WV. The contractor shall also plan, schedule, coordinate, train, supervise and ensure performance andcompletion of all PWS requirements specified herein at this IRS facility. The current contract, 2032H8-19-C-00021 expires on February 28, 2021. The purpose of this Justification for Other than Full and Open Competition is to obtain approval to award a Sole-Source, Hybrid Firm Fixed/Time and Material contract with Potomac Valley Custodial Services, Inc. The sole-source award is necessary for 3 months to allow for the completion of the Technical Evaluation and to allow for on-boarding of personnel upon award of the new contract at the Kearneysville, WV location.
