The Internal Revenue Service (IRS) intends to negotiate a non-competitive purchase order with Chestnut Park Preservation, L.P. to renew existing lease agreement for antenna site space at the following: Springfield, MA A purchase order will be issued for a base period of 12 months plus four 12- month option periods. The proposed contract action is for services for which the Government intends to solicit with only one source under the authority of FAR 13.106-1(b)(1) due to the uniqueness of the technical requirement such as tower height, coverage area, and geographical location. Quotes are not being requested and a written solicitation will not be issued. However, the IRS will consider all written responses received by no later than 2:00 p.m. (EST), August 19, 2020. Written response will be used to determine if this acquisition will be made competitive. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
