The proposed sole source acquisition is to acquire the operations and maintenance support services for the Insurance Provider Fee (IPF) Application. This support service is for the current contractor to perform an orderly shutdown of the application that they’ve developed and maintained. The 2020 congressional budget mandates IRS to shut down the IPF project because the repealed Provision 9010 permanently ends this project, effective 2021. The required services are as follows to complete this project closure: - Operations and maintenance of the Web Service that allows for automated processing of electronically submitted Form 8963s and their file attachments. - Operations and maintenance of the IPF application for data entry of paper submissions. - Operations and maintenance of the IPF application for receiving and loading thirdparty data for due diligence purposes. - Operations and maintenance of the database that stores the Covered Entity, demographic information and the controlling group information. - Operations and maintenance of the IPF application for the transfer of calculated fee information to interfacing systems for producing a fee notice to the Covered Entities. - Identification, scheduling, and performance of tasks to conduct an orderly shutdown of the IPF system according to IRS standards and management direction. - Providing business support as needed to ensure data is preserved, protected and accessible according to IRS standards and management direction.
