The Internal Revenue Service intends to issue a Sole Source Purchase Order using the format in the Federal Acquisition Regulation (FAR) Part 6.302-1 – Only one responsible source; or brand name specification, to Paribus LLC, 940 W Adams St Ste 100, Chicago, IL 60607-3749. Access to a historical, robust IP agreement database is critical to pricing related party IP transactions. Intercompany IP issues are present in a significant portion of IRS audits of Multi-national firms. We researched IP databases available and the ktMINE product was best suited to our needs. The database is both broad, i.e., provide access to a wide range of IP agreements and deep, i.e., it must have historical data going back to the year 2000 or earlier. A critical requirement is that the IRS must have direct access to full-text agreements without the need to download the agreements. Furthermore, the database must have effective search functionality and the ktMINE tools allow for easy navigation of the database. ktMINE meets the IRS’ requirements. Due to the uniqueness of this requirement, no other contractors are acceptable. This procurement is a SOLE-SOURCE and NO solicitation is available.
