This is a NOTICE OF INTENT TO AWARD a Federal Supply Schedule Order for items peculiar to one manufacturer under the authority of the Multiple-Award Schedule Program pursuant to FAR Parts 8.402 and 8.405-6. The government intends to solicit and award an order for Manufacturer: Orca Tactical (ClayPro, LLC) / Item: Orca Tactical MOLLE Rip-Away EMT Medical First Aid Pouch (Black) under a GSA schedule subject to (1) Small Business Set-Aside, (2) Items peculiar to one manufacturer and (3) GSA schedule and/or open market pricing. This requirement is in support of the necessary operations of the Internal Revenue Service Criminal Investigation (CI) mission related to ongoing Basic Tactical Medical Instructor Training Program (BTMITP) courses. Specified products selected close coordination with the National Criminal Investigation Training Academy (NCITA) and CI field offices in determination of the best supplies and equipment needed to meet operational needs and protection/safety of personnel. Specified supplies and equipment are unique to operations based on maintaining/leveraging consistency and standardization related to training, reliability and maintenance. Maintaining a stable reliable environment supported by a trained and experienced staff is a major consideration in special agents performing their duties. Responses to this notice will be evaluated by the Government. A determination by the Government to expand competition and/or allow for substitute products for this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 11 AM EST, Aug 12, 2020. Information received will be considered solely for the purpose of determining whether to expand participation and product suitability for this limited competitive procurement.
