Only one responsible source and no other supplies or services will satisfy agency requirements. The Internal Revenue Service (IRS) intends to award a sole source purchase order to Teel Technologies located at: 22 Knight Street, Norwalk, CT 06851 for purchasing “Skimming Devices Forensics” equipment for IRS Criminal Investigation (CI) agents’ participation in a Skimmer Training class being conducted by the U.S. Secret Service (USSS). The purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Teel Technologies’ Skimmer Devices Forensics equipment is currently being used in the USSS training classes. The IRS CI agents attending the USSS training course must possess the same Teel Technologies Skimmer equipment in order to participate in the training exercises and class teachings. Due to the uniqueness of this requirement, no other contractors/vendors equipment and supplies will satisfy the USSS training class requirements.
