The Internal Revenue Service (IRS) Operations Branch Southern Region Midstates Section intends to issue a purchase order on a sole source basis to S&P Global Market Intelligence 140 Eastshore Drive, Suite 100 Glen Allen, VA 23059. The proposed contractor’s unique qualifications and the nature of the acquisition requires use of the authority cited as follows: The government currently uses the proposed contractor’s brand name product to support the Cross-Border Activity International Practice Network. This S & P Global Market Intelligence product supports the Government need for continuity of operation. S & P Leveraged Commentary & Data (LCD) combines real-time news and trend analysis on U.S. and European leveraged loan, high yield bond, distressed debt and corporate markets. From the large syndicated market through the middle market, LCD publishes real-time stories on key milestones, from inception through trading, so that you’re able to react to deals and developing trends. LCD uses private information gathered from Investment Banks and Institutional buy-side clients to provide our clients. Data driven trend stories and reports that are 100% directionally correct. The Government intends to solicit and award with one source under the authority of FAR 6.302-1. This notice is neither a request for proposals nor a solicitation of offers. Any other interested organizations must submit a written statement of their capabilities and qualification to fulfill this requirement to the identified point of contact as soon as possible, but not later than 10:00 (CST) on May 27, 2020. Any such statement of capabilities and qualification received by the deadline are required to be active in the System of Award Management (SAM) and will be evaluated solely or for the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
