The Internal Revenue Service (IRS) Operations Branch Southern Region Midstates Section intends to issue a purchase order on a sole source basis to Chainalysis, Inc., 228 Park Ave S #23474, New York, New York 10003, for One Chainalysis Rumker Floating License (up to 5 users). Chainalysis developed and owns the Rumker tool, which runs on proprietary source code and data, and it is not available from any reseller or in a similar product from a competitor. Other vendors offer tools that track a subset of the transactions that Chainalysis can track on the blockchain. Chainalysis conducts Network analysis that yields insights into the IP addresses that can be tied to specific Bitcoin transactions. This high-level Network analysis provided by the Rumker tool is not offered by any competitors, in any form. The Government intends to solicit and award with one source under the authority of FAR 6.302-1. This notice is neither a request for proposals nor a solicitation of offers. Any interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but no later than 10:00 (CST) on March 3, 2020. All inquiries and concerns shall be addressed in writing to Contract Specialist Yvette Terrell, at yvette.a.terrell@irs.gov. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely or the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
