The Internal Revenue Service (IRS) Procurement Office on behalf of the Department of the Treasury (Treasury), Office of Terrorism and Financial Intelligence (TFI), Office of Intelligence and Analysis (OIA), has an immediate need to acquire contractor support for Analytic Product Tradecraft Evaluations and Analytic Tradecraft and Product Evaluation Training (Tradecraft Support). In accordance with the Intelligence Community Directive (ICD) 203, OIA is required to have an evaluation program and to conduct a sufficient number of evaluations to provide meaningful results in OIA’s annual report by December 1st to the Office of the Director of National Intelligence (ODNI) and Congress. Results of the evaluations must be included in the annual report, as mandated by Section 1019 of the Intelligence Reform and Terrorism Prevention Act. Completing this task by the mandated deadline is a time sensitive issue given the complexity of the task. Contractor must have a Top Secret (TS) facility clearance and also have readily available personnel with security clearance for Sensitive Compartmented Information (TS/SCI).
