This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Solicitation Number is 2032H8-21-Q-00037 and is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. The associated North American Industrial Classification System (NAICS) code for this procurement is 541611 with a small business size standard of 16.5 M. The period of performance is five months after the date of award. The Internal Revenue Service Large Business and International Division seeks to procure Virtual Distance Training, Assessment & Consulting for Improvement training for 45 examination team members. The Government will evaluate each offeror’s technical understanding and approach to the following task in the Statement of Work (SOW). Ability of the contractor to provide Task 1 - Workshop 1. Introduction to remote work environments raising awareness of concepts and processes. Administer baseline Assessments (45 participants), Task 2 - Debrief and Workshop 2, Task 3 - Check-In Sessions, Task 4 - Workshop 3 - Remote Work Environment, Task 5 - Check-In Sessions, Task 6 - Workshop 4: Remote Work Environment, Task 7 - Final Assessment, Task 8 - Debrief and Case Study/Roadmap Session as described in the SOW. This may include the offeror’s proposed methods, resources, expertise, and relevant experience for fulfilling the SOW task. Responses will be evaluated on technical capability and price to satisfy the requirements stated in the Statement of Work. The Government intends to issue a Firm-Fixed Price (FFP) award based on the quote that is responsive to the solicitation and determined to be the best value to the Government. The Government is more concerned with obtaining a quote with superior technical merit than making an award at the lowest evaluated price. The following factor shall be used to evaluate offers: technical capability and price. Technical capability is significantly more than important than price. Quote submittal must, at a minimum show: (1) Solicitation number, (2) price, (3) technical capability, (4) Name, address, and telephone number of offeror, (5) Taxpayer Identification Number, (5) CAGE Code, (6) DUNS Number, (7) A completed copy of the representations and certifications at FAR 52.212-3, (8) GSA number if applicable; (9) business size and payment terms, (10) 52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (Feb 2016), (11) 1052.232-9001- Electronic Invoicing and Payment Requirements for the Invoice Processing Platform (IPP) (Jul 2019) and (12) 1052.209-9002-Notice and Consent to Disclose and Use of Taxpayer Return Information (MAY 2018). Quote should be limited to 10 pages and will be accepted by e-mail as stated below. All responsible sources who can provide the above requirement shall submit written quotations via emailed to carolina.young@irs.gov, no later than 10 calendar days from the posted date of this notice.
