Amendment 2: The purpose of this amendment is to provide REVISED Cover Letters in both English and Spanish to make a correction to the U.S. Embassy Rates highlighted in green on page 1. Please see the attached REVISED Cover Letters for the corrected information and disregard any prior versions of the Cover Letters. The Bureau of the Fiscal Service, on behalf of the Inter-American Foundation (IAF), is seeking applications from qualified citizens living in Ecuador to provide services as a Monitoring, Evaluation, and Learning Specialist (MELS) Contractor under an Indefinite Delivery, Indefinite Quantity (IDIQ) Labor Hour Contract, as described in the attached solicitation: 20343124R00010 MELS Support Services for Ecuador. This contract will be awarded for one (1) 12-month base period and up to two (2) 12-month option periods, which will be exercised at the discretion of the IAF. The Performance Work Statement (PWS) describes the job of the MELS Contractor. This document describes how to apply for the position and explains the selection process.
