Amendment 4 - The purpose of this amendment is to post additional clarifications from Amendment 1, in light of the questions asked/posed by vendors before and during the preproposal conference. The attachment, Amendment 1 Clarification, has been uploaded thusly, and no timeline or other changes are applicable. Amendment 3 - The purpose of this amendment is to post the questions and answers posed by vendors, both before and during the Preprosal Conference. Additionally, an attachment mentioned in Question 1 called LOE Estimates has been uploaded, along with the Sign In Sheet for the Preproposal Conference. Finally, the proposal due date has been extended until Wednesday, October 7, 2020 at 1400 (2 p.m. EST). Amendment 2 - The purpose of this amendment is to schedule a virtual preproposal conference on Friday, September 18, 2020 at 10:00 a.m. EST. All interested vendors shall submit their interest and email address(es) to purchasing@fiscal.treasury.gov no later than Thursday, September 17, 2020 at 2:00 p.m. This virtual preproposal conference will be held via Microsoft Teams, with a call-in opportunity should vendors/users not have access or issues with Teams. Questions will be received before the preproposal conference to purchasing@fiscal.treasuy.gov by no later than 10:00 a.m. on Wednesday, September 16. Additionally, we will be reviewing the Amendment 1 Q&A and possibly expounding on some of those answers during the preproposal conference. Amendment 3 will be posted to beta.sam with the full list of questions and answers that were received before the pre-proposal conference, as well as any last minute questions that might be entertained during the preproposal conference. Finally, the submission deadline will be extended until Tuesday, September 29, 2020 at 1:00 p.m. EST. Amendment 1 - The purpose of this amendment is to provide answers to vendor questions, as well as provide additional attachments ommitted at original solicitation posting. There will be no SF 30 to the 1449 provided in the initial solicitation. The Bureau of the Fiscal Service Division of Procurement Services, on behalf of the US Department for Housing and Urban Development (HUD) Office of the Inspector General (OIG), is issuing solicitation 20342821Q00001 for HUD Consolidated and FHA Financial Auditing Services. This solicitation is anticipated to result in a Labor Hour Contract. This solicitation is unrestricted to all businesses utilizing NAICS 541211. Quotes shall contain all information as listed in the Instruction to Offerors. Proposals shall include the following information to be considered complete: Offerors shall submit an electronic copy of Volume I – Contract Documents and include signed Standard Form (SF) 1449 (page 1); Volume II - Technical Proposal including the Technical Approach, Quality Control Plan, Management Plan; Past Performance shall be submitted in accordance with the PWS requirements, separately as Attachment #5; Volume III – Socioeconomic Participation Plan; and Volume IV Price Proposal, as separate attachments, by the due date. Offerors shall also provide 3 past performance references as part of Volume II, but not be included as part of the 20-page limit, (Government or Commercial) where they have provided a similar service by the due date.
