AMENDMENT 0002 - SEPTEMBER 14, 2020: The purpose of this amendment is to extend the due date for submitting proposals in response to the solicitation to Thursday, 9/24/2020 at 2:00 pm ET, in accordance with the Amendment 0002 attachment herein. Questions regarding this solicitation shall be submitted in writing by 2:00 p.m. EST, Monday, September 21, 2020 to purchasing@fiscal.treasury.gov and Mindy.Wargowsky@fiscal.treasury.gov. with the subject line "20341820R00002 BAS Questions MLW/PW'. Questions received after this time may not be answered. Proposals shall be submitted electronically to Fiscal Service to purchasing@fiscal.treasury.gov and Mindy.Wargowsky@fiscal.treasury.gov, on or before 2:00 p.m. EST, Thursday, September 24, 2020 with the subject line "20341820R00002 BAS Proposal MLW/PW ". (These two dates have been revised in accordance with Amendment 0002 attachment) The Bureau of the Fiscal Service Division of Procurement Services, on behalf of the Gulf Coast Ecosystem Restoration Council (GCERC), is issuing solicitation #20341820R00002 for Best Available Science (BAS) Review services. This solicitation is anticipated to result in a Fixed-Price Contract. Please refer to the cover letter and Instructions to Offerors for details regarding submission of proposals. This solicitation is open only to Non-Profit organizations. GCERC requires contractual services for ecosystem restoration-based science support, including the review and assessment of whether RESTORE Act Council-Selected Restoration Component and Spill Impact Component applications for natural resource protection and restoration projects are reasonably based on best available science. GCERC also needs science support for the review and assessment of the reasonableness of technical information provided in applications for complex, large-scale projects and programs. Science support must include knowledge and understanding of large-scale restoration planning, how projects and programs support implementation of such plans, and decision-support capabilities to develop tools for large-scale restoration.
