The New Markets Tax Credit (NMTC) was established by Congress in December 2000 to help Low-Income Communities (LICs) attract private investment capital by providing investors with a Federal tax credit. The NMTC Program, administered by the CDFI Fund, awards tax credit allocation authority to certified Community Development Entities (CDEs) through annual, competitive application rounds administered by the CDFI Fund. The objective of this contract is to obtain the services of a contractor to perform preliminary research and analysis, and report on the specific challenges that Native entities (e.g. Tribes, Alaskan Native Villages, Native Hawaiian communities) experience participating in the NMTC Program. The research and analysis will be used to inform the development of training curriculum and related materials, which will include a self-assessment guide.
