U.S. DEPARTMENT OF THE TREASURY OFFICE OF TECHNICAL ASSISTANCE BANKING & FINANCIAL SERVICES TEAM INTERMITTENT BANKING ADVISOR (Data Management and Information Systems) The U.S. Department of the Treasury, Office of Technical Assistance (OTA) provides technical assistance to countries seeking to strengthen their financial systems and which are committed to reform. OTA is recruiting individuals on a competitive basis to serve as Intermittent Advisors under a personal services contract for its Banking & Financial Services Team (BFS). BFS promotes the establishment and maintenance of responsible and inclusive financial sectors around the world. To achieve this, the program works with central banks, ministries of finance, banking and non-banking regulatory and supervision agencies, deposit insurance agencies, relevant industry associations, and related entities in countries with emerging or transition economies. It also provides technical assistance to countries that have developed economies but are experiencing difficulties in their financial sectors. The BFS Team is recruiting for an advisor with strong data management and systems expertise to lead the provision of technical assistance to foreign counterparts to address inefficiencies and gaps in their data collection, governance, storage and distribution processes; to develop/strengthen staff capacity in data collection and analytics using Microsoft or other open-source tools; and to provide guidance and support on improving data security and cyber resilience, as appropriate. Significant international travel is required. SCOPE OF POSITION: The Advisor works closely with the Senior Advisor(s) and Program Officer(s) and reports to the Associate Director. The Advisor provides technical assistance to BFS counterparts (typically central banks and finance ministries, although also can include other regulators, supervisors, and policymakers) around the world to achieve their financial sector goals as agreed upon during project design and in support of responsible, robust, and inclusive financial markets. The duties of the Advisor may include: Working with counterparts to review and assess the data they need to collect to fulfil their supervisory mandate and evaluating the counterpart’s capacity to collect and analyze that data. Reviewing counterparts’ data collection methods and procedures and making recommendations for improvements that yield greater efficiency and improve data integrity. Assessing the reporting capacity of data providers (usually, but not always supervised financial institutions) to tailor data requests appropriately. Assessing counterpart’s capacity to support various information technologies for data management and making appropriate recommendations concerning data collection (including reporting templates and web-based application for data submission), data storage (including file servers and databases) and tools for data analysis and reporting. Assisting counterparts in creating design requirements for web-based portals for data upload from reporting institutions. Advising counterparts on the design of reporting templates emphasizing automated calculation and data validation. Providing training on basic ETL to prepare data for routine analysis, especially use of Microsoft Excel and PowerQuery. The advisor will work in developing and transitional countries worldwide to support U.S. Treasury and U.S. Government economic and national security objectives. The advisor may be deployed to countries with elevated threat levels. QUALIFICATIONS: The collection and analysis of financial data from a variety of sources is a critical component of the supervision of financial institutions. Supervisors in emerging economies often struggle to cope with the challenge of managing the vast amount of data they collect. Consequently, they are unable to extract valuable information from data that often lacks integrity, nor are they able to use it effectively to support supervisory processes. Similarly, many regulators are tasked to track progress against financial inclusion indicators that are reported on an annual basis, but struggle to aggregate, analyze, and report on data that is collected in an ad hoc way. Treasury is seeking candidates who possess expertise in the following areas: Financial Institutions. Candidates should have experience with one or more of the different types of financial institutions with which OTA typically engages. This would include banks, non-bank financial institutions, mobile money providers, and fintechs. Detailed knowledge of operational details is not necessary, but an appreciation of the essential differences among various types of institutions is expected. Financial Inclusion. Candidates should have experience in developing or utilizing technological platforms to collect, analyze and report on key financial inclusion metrics. Financial Regulation. Candidates should have experience that demonstrates a sound understanding of the role of central banks or other financial supervisors in monitoring the safety and soundness regulated financial institutions and monitoring the macroeconomic environment. Candidates should understand the importance of off-site data collection and analysis to the supervisors’ mission. Technology. Candidates must have a sound grasp of the essential technology domains involved in information management as applied to supervisors. These are: Front-end tools for data collection, primarily excel and web-based portals. Back-end tools for data storage and retrieval, databases, and file servers. End-user tools for data analysis and reporting. Detailed knowledge or capability with any of these domains is not essential. Understanding their respective roles in an effective and efficient data management program is necessary. Because Microsoft tools (Excel, PowerQuery and PowerBi) are available in most supervisory organizations, familiarity with these is advantageous. Consulting. Experience in a consulting or advising role, providing recommendations and guidance to others is highly desirable. An ability to appreciate that practices and solutions appropriate to advanced economies most often must be adapted to local circumstances in the emerging economies where OTA works. Candidates must be U.S. citizens and are subject to a formal background investigation to be granted a required SECRET level security clearance. Successful applicants must be able to obtain State Department medical clearance for worldwide travel. If selected, the applicant will be required to fulfill Office of Government Ethics financial disclosure requirements. SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations prescribed by the Office of Technical Assistance not to exceed the Senior Executive Service EX-III hourly equivalent. The current starting hourly rate is from $78.56 to $97.70 per hour. Overseas benefits are provided as allowed by federal regulations.
