U.S. DEPARTMENT OF THE TREASURY OFFICE OF TECHNICAL ASSISTANCE BANKING & FINANCIAL SERVICES TEAM SENIOR ADVISOR The U.S. Department of the Treasury, Office of Technical Assistance (OTA) is recruiting an individual on a competitive basis to serve as a full-time Senior Advisor under a personal services contract for its Banking & Financial Services Team. The position is US-based and significant international travel is required. The Banking & Financial Services Team (BFS) promotes the establishment and maintenance of responsible and inclusive financial sectors around the world. To achieve this, the program works with central banks, ministries of finance, banking and non-banking regulatory and supervision agencies, deposit insurance agencies, relevant industry associations, and related entities in countries with emerging or transition economies. It also provides technical assistance to countries that have developed economies but are experiencing difficulties in their financial sectors. SCOPE OF POSITION: The Senior Advisor reports to the Associate Director and supports the Associate Director on a range of activities to facilitate effective and efficient design, implementation, management, and oversight of BFS technical assistance projects focused on (but not limited to) financial inclusion, financial sector supervision, problem bank resolution, and financial stability in developing and transitional countries worldwide. The Senior Advisor supports OTA and BFS team efforts to achieve positive technical assistance outcomes in support of U.S. Treasury and U.S. Government economic and national security objectives across current and potential future BFS projects, including through the development and implementation of enhanced project assessment and oversight processes, procedures, and tools. The advisor will work in developing and transitional countries worldwide to support U.S. Treasury and U.S. Government economic and national security objectives. The advisor may be deployed to countries with elevated threat levels. QUALIFICATIONS: • Effective communication (oral and written) and public presentation skills • Knowledge of the principles of international economic development, project management and evaluation • Knowledge of the use of U.S. government administrative and operational programs to support and facilitate international development projects, and the design, management and evaluation of technical assistance projects • Knowledge gained from the management of a foreign assistance project to include experience gained from interaction with host country officials, USAID, and other members of the foreign assistance donor community, e.g., the IMF, World Bank, multilateral development banks, and other providers of assistance • Knowledge of U.S. government policies and procedures governing technical assistance programs sufficient to design, conduct, or manage such programs and to undertake comprehensive management studies of activities, policies, procedures, and operations • Knowledge of administrative, budgetary, and operational policies and procedures related to international technical assistance • Excellent problem-solving and analytical skills • Interpersonal skills to include ability to work as a team member and team leader, establishing effective work relationships that increase information flow and productivity • Strong computer skills to include in-depth knowledge and experience in word processing and spreadsheet development, as well as information sharing technology such as SharePoint and video conferencing • Experience engaging with the financial sector, which might include any of the following: o financial sector development o banking and non-banking supervision o problem financial institution resolution o deposit insurance systems o credit analysis o financial system stability o payment systems; insurance sector supervision o central bank operations o monetary policy o internal audit o accounting and International Financial Reporting Standards (IFRS) • Preference for international experience, particularly in developing/emerging markets, and prior overseas work experience in challenging environments is highly desirable • Foreign language capabilities are a plus. Candidates must be U.S. citizens. Background checks and Security Clearance: SECRET level. Must be able to obtain and maintain a required SECRET level security clearance. Successful applicants must be able to obtain State Department medical clearance for worldwide travel. SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations prescribed by the Office of Technical Assistance not to exceed the Senior Executive Service EX-III hourly equivalent. The current starting hourly rate is from $51.18 to $84.48 per hour. Overseas benefits are provided as allowed by federal regulations.
