This BOA is not a contract until a Task Order is issued and then will become a binding contract at the time of the Government's acceptance of a Task Order proposal and award of a Task Order. This agreement is for Services Described in Section C. The Government reserves the right to cancel the BOA if doing so is considered to be in the Government's best interest.
