SOURCES SOUGHT FOR DEPARTMENT OF TREASURY Criminal Investigation TaLON Project Security Support Consultants for Security and Risk Management 2032H5-24-N-00007 (7000004280) Purpose This announcement constitutes a SOURCES SOUGHT for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL OR SOLICITATION OF ANY KIND. Information gathered will be considered in order to determine the feasibility of a small business providing the necessary support, whether adequate competition exists to set-aside the competition for small business, and the most appropriate contract vehicle. Large businesses are not precluded from responding to this SOURCES SOUGHT. The information requested will be used within the Department of Treasury to facilitate decision making and will not be disclosed outside the Department of Treasury. The agency is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note the Government will not be responsible for any costs incurred by interested parties in responding to this Sources Sought notice. Background The NAICS for this effort is 541690, Other Scientific and Technical Consulting Services. The Small Business Administration small business size standard for NAICS code 541690, Other Scientific and Technical Consulting Services, is $19.0 million. The acquisition strategy of this requirement has not yet been determined. A draft Performance Work Statement (PWS) has been attached for your reference. The Government seeks comments from industry regarding the draft PWS in order to clarify any ambiguities. These comments are excluded from the White Paper page limitation. White Paper Interested parties are requested to submit a capabilities statement in the format of a White Paper as outlined below. The White Paper should be concise (no more than 5 pages) and address only the information requested below (title pages, cover letter, etc., will not count against the 5-page limit). Again, this information will support market research activities within Department of Treasury. A. Company Information: Name, address, telephone number, POC name and email address, CAGE code and business size (for small businesses include socioeconomic status). B. Identify the GWAC contract vehicle(s) and Federal Supply Schedule(s) your company has under which this requirement could be awarded. C. Description of your company’s capability and experience to perform the work described in the attached PWS. Include supporting information which demonstrates your capabilities to meet the requirements of the PWS tasks. Supporting information shall not reiterate the language of the tasks provided in the PWS; rather it shall provide details regarding your company’s capabilities to execute these tasks. The Government is not asking for disclosure of specific or detailed innovative solutions; however, a specific example would assist the Government with this Sources Sought notification. D. Please describe what you believe are the core competencies of your firm with respect to the support services for technical writing in support of Criminal Investigation’s tactical/operational law enforcement systems. E. Please provide a description and examples based upon prior experience, of your firm’s approach to providing technical staff to support services for technical writing in support of Criminal Investigation’s tactical/operational law enforcement systems. F. Is the NAICS code 541690, Other Scientific and Technical Consulting Services a good fit for the requirement as described? Please provide your recommendation if not deemed appropriate. G. Please provide comments on the requirements in the PWS that may not be clear. H. Any other information deemed useful to this requirement.
