The solicitation number for this request for proposal (RFP) is 2032H5-22-R-00005. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07. A detailed performance work statement, breakdown of requirements and clauses and provisions are found in the attached RFP. The IRS intends to issue a sole-source award to SAIC under FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements'. Based on extensive market research, SAIC is the only authorized company to provide Unisys ClearPath software, hardware and services as outlined in the solicitation. A copy of the justification is posted with this solicitation in accordance with FAR 5.102(a)(6). All responsible sources may submit a capability statement and proposal which shall be considered by the agency. The contracting officer for this action is Ms. Nicole Smith at nicole.m.smith3@irs.gov.
