This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this request for quote (RFQ) is 2032H5-22-Q-00064. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07. A detailed statement of work, breakdown of requirements and clauses and provisions are found in the attached RFQ. The IRS intends to issue a sole-source award to Vanguard Integrity Professionals under FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements'. Based on extensive market research, Vanguard Integrity Professionals is the only authorized company to provide licenses for software currently being utilized within IRS outlined in the RFQ. A copy of the justification is posted with this solicitation in accordance with 5.102(a)(6) and 13.501. All responsible sources may submit a capability statement and quote which shall be considered by the agency.3 Funds are currently not available for this requirement. This requirement will be funded with Fiscal Year 2023 funds. FAR clause 52.232-18, Availability of Funds, is incorporated by reference.
