This requirement is a sole source requirement being issued in accordance to Federal Acquisition Regulation (FAR) Part 12. This requirement is for an Unemployment Compensation Benefit System for the Department of the Treasury and its bureaus. The sole source authority used is in accordance with the authority under 41 U.S.C. 3304(a)(1), FAR 6.302-1– Only one responsible source; or brand name specification. A determination by the Government not to compete the proposed requirement based on responses received to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, which will be considered by the agency. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
