PURPOSE The Department of the Treasury’s Office of the Procurement Executive (OPE) seeks to acquire a tool to enhance data monitoring, reporting and data quality within the Federal Procurement Data System (FPDS). The purpose of this Sources Sought is to gather information that will assist OPE in planning, formulating, and evaluating contractor capability to provide the service described in the Technical Requirements of the Attachment to this notice labeled AUTOMATED DATA MONITORING AND REPORTING SERVICES FOR THE DEPARTMENT OF THE TREASURY. OPE is also open to alternative ideas and respondents are encouraged to provide information about alternative solutions that may assist in better meeting future needs. The North American Industry Classification System (NAICS) code for this request may likely include: 541611 – Administrative Management and General Management Consulting Services. SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Any results of this Sources Sought will assist the Treasury Departmental Offices and the Office of Business Solutions Acquisition (OBSA) Treasury Operations Branch (TOB) Procurement Office in determining an acquisition strategy about how to proceed. DESCRIPTION OF INFORMATION REQUESTED RESPONDENTS MUST PROVIDE CAPABILITIES THAT DEMONSTRATE THE ABILITY TO MEET THE TECHNICAL REQUIREMENTS OF THE ATTACHMENT TO THIS NOTICE. In addition, OBSA TOB requests a summary of the following: Provide company information, to include: Company name and address; Unique Entity Identifier (UEI) Size of company (number of personnel, total revenue, ownership, parent corporation, etc.); Company point(s) of contact including name, phone number, address, and email; length of time in business; Geographic presence; Company experience in providing valuation services to government or commercial entities; Provide any pertinent information that will assist us in this assessment. Contract Number and value/capacity; and Available Strategic Contracts (e.g., GSA, Indefinite Delivery Indefinite Quantity (IDIQ) contract allowing decentralized ordering, etc.). Please identify type of “ordering” contract (e.g., GSA Multiple Award Schedule, GSA Professional Service Schedule, etc.) BACKGROUND: High-level Government decisions rely heavily on data-driven insights. Accurate on-demand data is essential for detailed spend analysis within the Department of the Treasury (Treasury) to enable informed decisions and effective procurement spend management. Due to the fragmented nature of Treasury procurement offices and disparate contract writing systems, Treasury seeks a consolidated data tool for monitoring and reporting procurement data to overcome these challenges and achieve its objectives. DESCRIPTION OF THE REQUIREMENT: The Department of the Treasury’s Office of the Procurement Executive (OPE) seeks to acquire a tool to enhance data monitoring, reporting and data quality within the Federal Procurement Data System (FPDS). This tool should also support automated functions such as: End-to-end support for annual Verification and Validation (V&V) of FPDS data required by the Office of Federal Procurement Policy (OFPP). Reporting of metrics for Treasury’s Procurement Statistics (ProcureSTAT) program. Reports of active and expiring contracts to help facilitate acquisition planning. The tool must stay up-to-date with FPDS and the Federal Acquisition Regulations (FAR) and include the following capabilities: A customized website with reporting capabilities for up to 750 individual Treasury user accounts with dashboards and reports that is tailored to and based on Treasury’s organizational structure. Data checks, based on FAR-based logic, that target as many elements of Treasury FPDS Contract Action Reports (CAR) as practicable (continuous improvement of the data checks is highly desirable—beyond maintaining currency with the FAR). Creation of associated dashboards and reports for reporting results of data checks and provide trends and analysis. Individually targeted emails to the data submitter alerting them of potential data check issues on each submitted FPDS action. Summary alerts and a customer-tailored data check exception review process involving Treasury’s contracting oversight personnel. A list of Treasury’s FPDS actions compiled in accordance with Office of Federal Procurement Policy (OFPP) Verification and Validation (V&V) guidance and a detailed data check report for each contract action on the list. Maintenance of the website and dashboards as an inherent part of the service. Live technical support via phone and email during normal business hours. Live and webinar user training sessions as deemed necessary by Treasury. Vendor may be required to regularly work with Treasury’s administrators for specific data and report customization requests and should also be provided full administrative access to dashboards, reports and permissions management. INSTRUCTIONS AND RESPONSE GUIDELINES Responses to this Sources Sought may be provided through a capabilities statement which shall include the information listed above. This Sources Sought is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Treasury to issue a request for proposal or award a contract. Treasury does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. Contractors responding to this Sources Sought should submit the information necessary for the Treasury to make a determination that the source is capable of satisfying the Government’s anticipated need. Treasury reserves the right to contact individual companies for additional information. This notice does not obligate the Treasury to provide acknowledgment or receipt of all responses received resulting from this notice. Should such a requirement materialize, no basis for claims against the Treasury shall arise as a result of a response to this Sources Sought or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
