Amendment 0003 8/23/2023 -The RFP has been amended in Amendment 0003 to add III_a Subcontracting Plan with no page limit. Amendment 0002 8/22/2023 -The SOW was updated in Amendment 0002 to remove the following language from Section 8.1 and 8.2: 8.1 “or as otherwise required for or requested by the Government at no additional cost” And remove the following language from 8.2. “however, the Government reserves the right to require performance on any day of the year at no additional cost if the circumstances require” -In addition, the following language was added to the SOW, “The executive coaching engagement covered by each license of six or twelve months (transferable if there is more than 4 months left on a license) shall consist of:” -Questions and Government Response document was posted. One question (#41) was added and a typo was corrected (#19). This is a TWO-PHASED REQUEST FOR PROPOSAL (RFP) for Executive Coaching with Assessments & Leadership Development Resources. This will include a Commercial-Off-The-Shelf (COTS) On-Demand Coaching Platform and virtual coaching services. During Phase 1, the Offeror shall demonstrate an existing and fully functioning COTS On-Demand Coaching Platform. Demonstrations will be conducted virtually in a live action format (not via screen shots) in a 30-minute presentation between each Offeror and the Government Team. During this demonstration, the Offeror will provide a live presentation of their website exhibiting the capabilities of their On-Demand Coaching Platform via a zoom meeting or teleconference alternative. Scheduling for the demonstration must be completed on or before the 7th business day after the RFP is posted. This will be a voluntary down-select procedure. Failure to participate in Phase 1 precludes further consideration of an Offeror. If an Offeror receives an unfavorable advisory recommendation, the Offeror will have the ability to voluntarily withdraw from participation of Phase 2 Timeline: Phase 1 Demonstration of existing Commercial Off the Shelf (COTS) On Demand Coaching Platform Resource shall be provided or scheduled for demonstration on or before 4:00 PM Eastern Daylight Savings Time (EDT) THURSDAY, August 10, 2023. Phase 2 Proposals shall be submitted electronically by 2:00 PM EDT on or before THURSDAY, August 31, 2023 to the Contracts Specialist, Aaron C. Hill (Aaron.C.Hill@irs.gov) and the Contracting Officer, Angela C. Gallo (Angela.C.Gallo@irs.gov). Additional instructions are included in the RFP and its attachments.
