S. Department of the Treasury (Treasury), Office of Foreign Assets Control (OFAC) is conducting market research to determine available sources for a potential procurement requirement. This is NOT a formal solicitation or request for proposals, proposal abstracts, or quotes. The purpose of this notice is to obtain information from industry contractors regarding their interest, capabilities, and recommendations to provide online subscription services to a platform for global maritime information. A maritime database capable of delivering the latest intelligence on the merchant fleet’s movements, ownership, characteristics and casualties, detentions, and inspections. The North American Industry Classification System (NAICS) code for this request may likely include: 519290 – Web Search Portals and All Other Information Services. GENERAL PURPOSE 1.0 Purpose Treasury may have an upcoming opportunity for online subscription services to a platform that can provide a maritime database capable of delivering detailed vessel movements, real-time AIS positioning, comprehensive information on ships, companies, ports and casualties as well as credit reports, industry data and analysis including short-term market outlook reports for the Treasury’s Departmental Offices. The purpose of this Request for Information (RFI) is twofold: First, to gather information that will assist the Departmental Offices in planning, formulating, and evaluating contractor capability to provide the online subscription services described in the Technical Requirements. The Treasury Departmental Offices are also open to alternative ideas and respondents are encouraged to provide information about alternative solutions that may assist in better meeting future needs. Second, responses to this RFI will help the Treasury Departmental Offices assess whether the marketplace has contractors capable of delivering the required services for Treasury’s needs. 1.1 Acquisition Approach The Treasury has not determined the acquisition approach. Any results of this RFI will assist the Treasury Departmental Offices and the Office of Business Solutions Acquisition (OBSA) Treasury Operations Branch (TOB) Procurement Office in determining an acquisition strategy about how to proceed. RFI REQUIREMENTS 2.0 Description of Information Requested These subscription services are used by leaders throughout the government to make important decisions. OBSA TOB is requesting information regarding the respondents’ capabilities in providing the aforementioned required online subscription services. Provide company information, to include: Company name and address; Size of company (number of personnel, total revenue, ownership, parent corporation, etc.); Company point(s) of contact including name, phone number, address, and email; length of time in business; Geographic presence; Company experience in providing valuation services to government or commercial entities; Provide any pertinent information that will assist us in this assessment. Contract Number and value/capacity; and Available Strategic Contracts (e.g., GSA, Indefinite Delivery Indefinite Quantity (IDIQ) contract allowing decentralized ordering, etc.). Please identify type of “ordering” contract (e.g., GSA Multiple Award Schedule, GSA Professional Service Schedule, etc.). 2.1 Technical Requirements/Scope The Contractor shall provide all services, materials, supplies, equipment, and project supervision, as required in connection with this Statement of Work (SOW). The maritime database engagement shall consist of: A maritime database capable of delivering the latest intelligence on the merchant fleet’s movements, ownership, characteristics and casualties, detentions and inspections. Full search capabilities of its website database through online searches, task order requirements, verbal or written, from the Office of Foreign Assets Control (OFAC), Department of Treasury. Detailed and up-to-date vessel data (movements, ownership, characteristics and casualties), port information and in-depth company information (credit reports). These reports shall include millions of daily vessel movements corroborated by visual intelligence from thousands of exclusive contacts around the globe. A marine/energy credit report database which has over 120,000 vessels, 163,000 shipping companies and 13,500 credit reports accessible online 24 hours a day. Commercial intelligence on the activities, assets and reputations of the companies that make up the marine, transport and energy markets. In-depth and discreet investigations into marine companies and people, as well as vessel and asset tracking. 2.2 Description of Services Provide Vessel’s complete ownership structure and the “beneficial or ultimate owner” of a fleet. A comprehensive database covering the location and facilities of the world’s commercial ports. A complete 10-year archive of every incident - serious, non-serious or criminal reported in Lloyd’s list and Lloyd’s casualty week. Potential level of risk associated with each vessel approaching U.S. waters. Complete history of vessels – erratic behavior, poor management and frequent changes to a vessel’s profile. History on vessels in the past that may have been missed by shore-based personnel with catastrophic results. Contractor Responsibilities Lloyd’s List Intelligence client support representatives shall be reachable via e-mail or a toll-free number. Lloyd’s List Intelligence provides a dedicated Relationship Manager, Bill Saunders, to assist the Department of Treasury/Office of Foreign Assets Control with technical and general support. INSTRUCTIONS AND RESPONSE GUIDELINES Responses to this RFI may be provided through a capabilities statement which shall include the information listed in 2.0. This RFI is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Treasury to issue a request for proposal or award a contract. Treasury does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. Contractors responding to this RFI should submit the information necessary for the Treasury to make a determination that the source is capable of satisfying the Government’s anticipated need. Treasury reserves the right to contact individual companies for additional information. This notice does not obligate the Treasury to provide acknowledgment or receipt of all responses received resulting from this notice. Should such a requirement materialize, no basis for claims against the Treasury shall arise as a result of a response to this RFI or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
