1. DESCRIPTION The Offices of Intelligence and Analysis (OIA), Terrorist Financing and Financial Crimes (TFFC), Foreign Assets Control (OFAC), and Privacy, Transparency, and Records (PTR) require a subscription to an online business intelligence service that provides up-to-date reference data for payments, compliance, and risk assessment for a variety of United States and global banks and financial institutions. The service must offer settlement details, ownership, credit ratings, and financials for the available institutions and provide primary information to assist with due diligence checks. This service must also provide the following domestic and international financial institution information: Head office and office branch details Ownership chart Key personnel with contact details Group structure chart Financials Historic information LEI and GIIN numbers Regulating body Credit rating 2. DETAIL STATEMENTS The Government has interest in and is seeking information regarding the capability of providing specialized business intelligence and related information for Treasury-wide use. This information must be available via an online search tool or easily integrated into a workflow application or API. Access must be available 24 hours a day, seven days per week per annum to assist with research and assessment. The service must provide access to information that will allow Treasury to spot trends, threats, and opportunities, and remain ahead of the curve. 3. REQUESTED INFORMATION The North American Industry Classification System (NAICS) code for this request may likely include 541519 Other Computer Related Services. SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; 8(a) small business; HUB Zone small business; service-disabled veteran-owned or veteran-owned small businesses; women-owned or economically disadvantaged women-owned small business; or small disadvantaged business in order to assist the Treasury in determining the appropriate acquisition method, including whether a set-aside is possible. Responses to this Notice should include the following: Company Name and Business Address; Size of company (number of personnel, total revenue, ownership, parent corporation, etc.); Company points-of-contact information (i.e., Name of individual, title, phone number, email address, etc.) Company capabilities to perform services as described herein; Available strategic contracts (i.e., GSA FSS or MAS contracts, IDIQ allowing decentralized ordering, NASA SEWP, etc.) Published pricing and/or rate cards (NO DISCOUNTS); and, Any other pertinent data to demonstrate capability to perform. 4. Email responses to this Notice shall be sent to the attention of individual(s) listed in this Notice. Due date for responses are no later than Monday, April 3, 2023 at 3PM Eastern Time. 5. TERMS AND CONDITIONS REGARDING THIS NOTICE: This Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. All costs associated with responding to this Notice are solely at the responding party's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Government Point of Entry or other similar source (e.g. GSA E-buy). However, responses to this notice will not be considered adequate responses to a solicitation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation, if one is issued. No proprietary, classified, confidential, or sensitive information should be included in responses to this Notice, unless otherwise appropriately marked by the Respondant. The Government reserves the right to use any non-proprietary technical information received in response to this Notice in any resultant solicitation(s). Do Not Submit any Proposals/Quotes/Offers in response to this Notice. Place of Contract Performance: The contractor will not be required to perform on-site as the services described herein are available via internet online access.
