This RFI is for informational planning purposes only and it should not be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This notice does not constitute a solicitation or a promise of a solicitation in the future. This RFI does not commit the Government to a contract for any supply or service. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties’ expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for nor suffer any consequential damages resulting from any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Bureau of Engraving and Printing (BEP) will not be obligated to pursue any acquisition alternative as a result of this RFI, hereinafter Notice. This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor a promise to issue a solicitation in the future. The purpose of this RFI is to obtain knowledge and information for project planning purposes only. The BEP is conducting market research to identify suppliers of single note inspection (SNI) films and to determine if there is a sufficient quantity of qualified small businesses to conduct a forthcoming solicitation as a small business set-aside. The BEP Materials Technical Contracts Division/ Office of Product Development requires currency packaging films to be used as packaging material for the transport of U.S. currency at the Washington, D.C. (DCF) and Western Currency Facility (WCF) located in Ft. Worth, TX. The specifications for the required SNI films are defined in Attachment A, Specification for SNI Films. Attachment A establishes the performance and acceptance requirements for SNI films for use on BEP SNI equipment. The anticipated North American Industry Classification System (NAICS) code for this acquisition is 326112, which contains a size standard of 1,000 Employees. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications and in conjunction with FAR 4.11, are required to be registered in the System for Award Management (SAM) at the time an offer or quotation is submitted. All interested contractors who can supply the materials outlined in this RFI shall respond with information describing their interest, capabilities statements, and indicate any small business category for which they qualify.
