The Office of the Comptroller of the Currency (OCC) intends to award a delivery order against the Library of Congress FEDLINK Contract #LCFDL24D0019 to Elsevier, Inc., 230 Park Ave FL 8, New York, NY 10169, on a follow-on basis utilizing FAR 16.505(1) Fair Opportunity, in accordance with 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements for renewal of ScienceDirect Online Content Database subscription. ScienceDirect Online Content Database subscription includes collections of peer-reviewed, full-text scientific, technical and health literature as well as open access publications related to banking, finance, economic, econometrics, business, management and accounting. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received by the closing date of this notice. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company Unique Entity Identifier.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and 5. A description of that product(s) and its overall capabilities. Responses must be supported with clear and convincing evidence to demonstrate that the vendor is able to provide the goods/services outlined in this notice. It is the vendor’s responsibility to demonstrate how your product(s) is capable of providing the same functionality with the product(s) mentioned above. The Government is not obligated to seek additional information from your company if the vendor fails to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the OCC. Information received will be considered primarily for the purpose of determining whether to conduct a competitive procurement.
