This amendment is issued to answer questions to the RFQ and to update the RFQ document, including quote submission and evaluation instructions. Read the updated document carefully to ensure the quote conforms to the requirements of A0001. ---------------------------------------------------------------------------------------------------------------------------------------------------------------- This procurement is for software as a service (SaaS) for Community Reinvestment Act (CRA), Home Mortgage Disclosure Act (HMDA), Fair Housing Act (FHA) and Equal Credit Opportunity Act (ECOA) data. The Office of the Comptroller of the Currency (OCC) is responsible for regulating and supervising nationally chartered banks and federal savings associations (collectively, banks). As part of bank supervision, the OCC is responsible for assuring compliance with federal banking laws including the CRA, HMDA, FHA, and ECOA. The OCC requires a contractor to provide SaaS that OCC personnel can use to assist them in evaluating and examining the banks for compliance with CRA, HMDA, FHA, and ECOA. Market research was conducted to review interested parties that offer a SaaS tool. The requirement is for a new tool in 2024.

This requirement is for a commercial off the shelf (COTS), Software as a Service (SaaS) software application and data sets to assist the Office of the Comptroller of the Currency (OCC) Bank Examiners in their evaluation of banks’ compliance with the Community Reinvestment Act (CRA). The requirement also includes software licensing, maintenance and technical support, and training. The software and data shall be ready for productive use by the OCC by September 30, 2024, with testing and training to be conducted in the transition period prior to productive use. The Contractor shall describe their testing, training and implementation approach to meet this timeline. The OCC will release a Request for Quotations for the software on December 14, 2023.
