The Office of the Comptroller of the Currency (OCC) intends to award a purchase order to Refinitiv US LLC, 28 Liberty Street, New York, New York 10005, on a sole source basis utilizing FAR 13.5, Simplified Acquisition Procedures, in accordance with 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Loan Connector Syndicated Loan Information Database is a product that allows OCC's analysts to electronically access information for syndicated commercial and industrial loans on a national basis and scale. The information includes pricings, covenants, borrower and lender statistics, loan purposes, loan amounts, country/region information, credit ratings, maturity information, agent and lead bank statistics, and borrowers’ SIC or NAICS codes. Furthermore, not only is the database searchable by key data elements, but the database also includes transactions going back to the late 1980s and earlier. Finally, the database is updated on at least a weekly basis, giving the OCC access to new transactions while concurrently updating previous transactions. Refinitiv Workspace provides a convenient, electronically accessible database of financial data, news and content coverage in a highly customized workflow experience. Refinitiv Workspace includes market data, analyst opinions, ESG data, deal screening, and company research. The database must be searchable by these key data elements. Further, Refinitiv Workspace offers APIs for custom data analysis and provides access to the Refinitiv Workspace application, either online or via desktop client. Finally, the database must be commercially available and updated on at least a daily basis. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received by the closing date of this notice. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company Unique Entity Idenfifier.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and 5. A description of that product(s) and its overall capabilities. Responses must be supported with clear and convincing evidence to demonstrate that the vendor is able to provide the goods/services outlined in this notice. It is the vendor’s responsibility to demonstrate how your product(s) is capable of providing the same functionality with the product(s) mentioned above. The Government is not obligated to seek additional information from your company if the vendor fails to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the OCC. Information received will be considered primarily for the purpose of determining whether to conduct a competitive procurement.
