This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with a format tailored in meeting FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested as a written solicitation WILL NOT be issued. The solicitation reference number is 2031JW24Q00002. The Department of Treasury, Office of the Comptroller of the Currency (OCC), Office of Acquisition Management (AQM), on behalf of the Human Capital Compensation and Benefits Office, is issuing a combined synopsis/solicitation to procure Employee Assistance Program (EAP) and Work-Life Services (WLS) support. See the solicitation (i.e., request for quote (RFQ)) for details. THIS REQUIREMENT IS BEING SOLICITED UNRESTRICTED. The period of performance of the resulting contract shall be January 1, 2024 through December 31, 2028, should all four 12-month option periods be exercised. The solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2023-05; effective September 22, 2023. All Quoters that provide a quote package:1) agrees to the terms and conditions identified within the solicitation (RFQ’s provisions and clauses); 2) must be capable of providing the technical services require, including performance locations and times (across the contiguous United States) and comply with the established security requirements identified; and 3) must be able to provide the EAP and WLS support for the performance period specified. Quoters that cannot agree to or provide the necessary requirements sought should not provide a quote. All Quoters must have an active registration in the System for Award Management (SAM) at https://sam.gov The provision at 52.212-1 with addendum, 52.212-4 with addendum and 52.212-5 applies to this acquisition, and are either incorporated by reference or in full-text in the attached RFQ.
