This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with a format tailored in meeting FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested as a written solicitation WILL NOT be issued. The solicitation reference number is 2031JW23Q00006. The Department of Treasury, Office of the Comptroller of the Currency (OCC), Office of Acquisition Management (AQM), on behalf of the Exams & Examiner Development Office, is issuing a combined synopsis/solicitation to procure Uniform Commission Examination (UCE) Test Administration Centers services located within a 50-mile radius of at least 40 of the OCC’s 54 office locations across the United States. See the Request for Quote (FRQ), for details. THIS REQUIREMENT IS BEING SOLICITED UNRESTRICTED. The period of performance shall be October 1, 2022 with operating hours from 9:00 AM local time through 5:00 PM local time, excluding federal holidays and Government closures, through September 30, 2027, should all four 12-month option periods be exercised. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2022-06; effective May 26, 2022. All Quoters that provide a quote agrees to the terms and conditions identified within the solicitation (RFQ’s provisions and clauses), offers at least 40 centers near the OCC’s 54 office locations, capable of performing the technical services, and can comply with the established security requirements in its entirety, for the specified performance period. Quoters that cannot provide the requirements and/or perform the services sought for the duration of the resulting performance period should not provide a quote, as it WILL NOT be considered. All Quoters must have an active registration in the System for Award Management (SAM) at https://sam.gov The provision at 52.212-1 with addendum, 52.212-3, 52.212-4, and 52.212-5 applies to this acquisition, and are included in the attached RFQ.
