The Office of the Comptroller of the Currency (OCC), a bureau of the U.S. Department of the Treasury, intends to solicit and award a sole source contract to Standard & Poor’s Financial Services (S&P), LLC, 55 Water Street 46th Floor, New York, NY 10041-0004 under the authority of Federal Acquisition Regulation (FAR) 6.302-1 (Only one responsible source). The contract will be a follow-on award for the S&P RatingsDirect license contract. The OCC requires a contractor to provide an intelligence ratings database with comprehensive market data, credit risk indicators and visualization tools. The database must include: Global, national, and regional scale credit ratings on issuer and issue level; Detailed research on issuer and issue level, economies, credit trends, hot topics (including Environmental, Social, and Governance) and special reports; and Credit adjusted Income Statements, Balance Sheets and Cash Flows. In addition to that, the areas of coverage must include Ratings Direct, Structured Finance, Global Issuers, Global Fixed Income Research, CreditStats Direct Corps, and Utilities for all global regions. The database must have credit research, market information, and risk analytics. It includes full rating reports, research reports, commentaries, and opinions of financial institutions, companies, corporate, and sovereigns. The database must allow employees to analyze and examine, markets, institutions, and sovereigns to gauge the creditworthiness of an obligor, including with respect to a particular debt security or other financial obligation. This notice of intent is not a request for competitive proposals; a solicitation document will not be issued. All information received within five days of the date of this notice with pricing and sufficient technical documentation to establish a bona fide capability to meet the requirement will be considered by the OCC. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the OCC. Information received will be considered primarily for the purpose of determining whether to conduct a competitive procurement.
