The Office of the Comptroller of the Currency (OCC), a bureau of the U.S. Department of the Treasury, intends to award a sole source commercial items contract using Simplified Acquisition Procedures to Factiva, Inc., 4300 N Rt 1 820 Ridge Road, Monmouth Junction, NJ, 08852, for a Dow Jones Factiva (Factiva) subscription. The contract will renew the OCC’s existing subscription for that service. The Factiva service provides a number of features that make it unique. First, Factiva has a global news database that contains more than 33,000 sources. Second, it offers customizable alerting and visualization capabilities allowing it to track and save searches. Third, it provides Dow Jones’ media monitoring and intelligence solutions. Fourth, it offers news resources that include national, international, regional, and local news resources, including major publications like the New York Times, Reuters, and Wall Street Journal. Fifth, its contents can be viewed in PDF, Excel, etc. formats. Sixth, its news resources include image files, charts, and graphs in the articles. Seventh, its news articles are current, updated regularly, and available on or before the date of publication. Eighth, the database contains separate modules in the subject areas: risk and compliance; companies and markets. Ninth, the database can be accessed through Factiva’s mobile app. The period of performance for this requirement is October 1, 2020 through September 30, 2025. This notice of intent is not a request for competitive proposals; a solicitation document will not be issued. All information received within 7 days after the date of this notice with pricing and sufficient technical documentation to establish a bona fide capability to meet the requirement will be considered by the OCC. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the OCC. Information received will be considered primarily for the purpose of determining whether to conduct a competitive procurement.
