Title: Notice of Intent to Sole Source The Office of the Comptroller of the Currency (OCC) hereby gives notice of their intent to award a contract to MORNINGSTAR INC of 22 WEST WASHINGTON STREET, CHICAGO, IL 60602-1607 on a sole source basis in accordance with FAR 13, 106-1(b). OCC has a need for investment analysis workstation tool. The MorningStar Advisor Workstation is a web· based platform that always provides the latest Morningstar independent stock market investment fund research data. Market research concluded the Morningstar Advisor Workstation is most applicable to the Agency 401(k) fund line up, aligned with the third-party advice service contracted by Charles Schwab; Morningstar Investment Management, LLC. Access to the Morningstar Advisor Workstation is renewed on an annual basis for the 401(k) Investment Sub-Committee members to use as a data and analysis tool. This is not a request for competitive proposals; however, all information received in writing by January 24, 2020 12:00 pm EST, will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
